in 2022, City told collins ADEQ inspected MRI's refinery "all the time" and MRI "always passed"

In August 2023, ADEQ told collins they were 'inspecting' only once every other year - at most

ADEQ tells complainants only City is responsible & could pull MRI's conditional use permit
